Overseas Pakistanis Now Need a Valid NICOP or Visa to Travel: What to Know

Pakistan has tightened its entry rules for overseas Pakistanis who travel on foreign passports, making it mandatory to carry a valid National Identity Card for Overseas Pakistanis (NICOP) for visa-free entry into the country. The change was announced by Pakistan’s Federal Investigation Agency (FIA) and took effect in mid-July 2026, according to Khaleej Times.

Under the revised rules, overseas Pakistanis holding foreign passports must either carry a valid NICOP or obtain a Pakistani visa before departing for Pakistan. Those travelling on a foreign passport with an expired, invalid or cancelled NICOP will not be permitted to board without a valid Pakistani visa or a valid Pakistani passport. The rule applies to passengers arriving from all countries.

The update matters for the large Pakistani community in the UAE, where roughly two million Pakistanis live and work, many of them holding foreign passports from countries such as the United States, Australia and European nations. For these travellers, the NICOP has long been more than a travel document.

What the New NICOP Travel Rules Say

The core of the directive is straightforward. Overseas Pakistanis travelling on a foreign passport with a valid NICOP can continue to enter Pakistan without a visa, exactly as before. There is no change for this group.

The stricter enforcement applies only to those whose NICOP has expired, been cancelled or become invalid. Such passengers must now secure a valid Pakistani visa before boarding their flight, or alternatively travel on a valid Pakistani passport. Airlines have been instructed not to allow these passengers to board without one of those documents, and officials have said no exceptions will be made for travellers who fail to meet the requirements. Passengers who arrive with an expired or cancelled NICOP risk being returned on the next available flight.

A government spokesperson moved to correct misinformation that had spread on social media, telling Geo News that reports claiming all British passport holders would be barred from entering Pakistan on the basis of NICOP were incorrect and misleading. The confusion had followed an airline advisory that many travellers had misread. The spokesperson clarified that the instructions apply to passengers from all countries who do not hold a valid NICOP, and that airline staff had been directed to brief travellers before departure to prevent problems at the airport.

Why a Valid NICOP Matters Beyond Travel

For overseas Pakistanis, keeping the NICOP current carries weight well beyond airport clearance. The card is issued by the National Database and Registration Authority (NADRA) and underpins a range of services that expatriates rely on.

A valid NICOP is commonly used for property transactions, banking access and other NADRA services such as succession certificates. Because an expired NICOP is no longer an active record in the NADRA system, letting travellers enter on that basis had created a grey area that the new rules are designed to close. A valid NICOP links directly to live NADRA data, which is what immigration officers use to verify a traveller’s identity.

Pakistan has introduced new travel guidelines for dual nationals, requiring overseas Pakistanis travelling on foreign passports to carry either a valid National Identity Card for Overseas Pakistanis (NICOP) or a valid Pakistani visa before entering the country.

Government Moves to Ease Services for Overseas Pakistanis

The tightened travel rules come as the government pushes to make other services easier to access from abroad. On August 11, Deputy Prime Minister and Foreign Minister Senator Mohammad Ishaq Dar chaired a meeting to review the issues faced by overseas Pakistanis, according to Radio Pakistan.

At the meeting, Dar was briefed on initiatives already taken, in consultation with prominent diaspora representatives, along with new measures for their facilitation. He emphasised that the Pakistani diaspora contributes substantially to the country’s economy through remittances, and stressed the adoption of digital technologies to provide services to overseas Pakistanis without the need for physical presence. The meeting was attended by the Minister for Overseas Pakistanis, the Minister of State for Overseas Pakistanis and other relevant officials.

That digital focus has been a running theme. In late July, the government moved to expand digital consular services, including a QR code-based system covering power of attorney processing, property documentation and attestation, alongside courier-based attestation and extended office hours. Officials said the aim was to reduce the need for overseas Pakistanis to travel or visit offices in person to complete official transactions.

For overseas Pakistanis planning a trip home, the practical steps are as follows:

  • Check the expiry date on your NICOP well before you travel
  • If your NICOP is valid, you can continue to enter Pakistan visa-free on your foreign passport
  • If your NICOP is expired, invalid or cancelled, apply to renew it, or obtain a valid Pakistani visa before your flight
  • Alternatively, travel on a valid Pakistani passport if you hold one
  • Do not rely on an expired NICOP at check-in, as airlines have been directed not to let you board

The government’s steady move toward digital services suggests that renewing a NICOP, attesting a document or handling an official transaction is meant to become easier over time, not harder. The safest approach for any overseas Pakistani is simple: keep the NICOP current, check it well ahead of travel, and take advantage of the growing number of services that no longer require a trip to the consulate.
