Pakistan Signs Deal With Saudi Investors to Build Its First Theme Park in Islamabad

Saudi investors will finance the project while the Capital Development Authority provides the land, as Pakistan looks to draw more foreign investment into the capital.

Pakistan has signed an agreement with Saudi investors to build a theme park in Islamabad, a project officials have described as the first of its kind in the country. Saudi investors will finance the park, while the Capital Development Authority (CDA) will provide the land.

The memorandum of understanding (MoU) was signed on Sunday, October 25, at a ceremony at Gaddafi Stadium in Lahore. It was signed by Prince Mansour bin Mohammed Al Saud, Chairman of the Saudi-Pakistan Business Council, and CDA Chairman Sohail Ashraf, with Interior Minister Mohsin Naqvi overseeing the signing.

“The theme park will prove to be a game-changing project,” Naqvi said, adding that “every possible facility will be provided to Saudi investors.”

Naqvi also said Islamabad’s infrastructure is being developed to match leading modern cities around the world. He announced that a real estate roadshow will be held in Saudi Arabia in the coming months to present investment opportunities in Pakistan.

Details of the project are still limited. The announcement did not name the exact site, the size of the investment or a timeline for construction and opening, and no information has been shared yet about the park’s rides, attractions or design.

The announcement sparked questions on social media about whether the park could be built at F-9 Park, also known as Fatima Jinnah Park, a 400-acre green space in the heart of Islamabad. The MoU itself does not mention F-9 Park.

Naqvi addressed those concerns directly, saying no trees would be cut and no new concrete structures would be built in F-9 Park. “Not a single tree will be cut, 100% guaranteed,” he said. Instead, he outlined plans to improve the park with better lighting, upgraded walkways, a lake, coffee shops and thousands of new trees.

Growing Saudi-Pakistan Investment Ties

The agreement comes as Pakistan and Saudi Arabia work to expand their economic partnership. Earlier in the same week, Lahore hosted a three-day Saudi-Pakistan Real Estate Exhibition from October 21 to 23 at Lake City, organized with the Saudi-Pakistan Business Council. The event brought together investors, developers and industry representatives from both countries.

In August 2026, Prime Minister Shehbaz Sharif met a Saudi business delegation in Islamabad led by Prince Mansour. During the meeting, Pakistan expressed its aim to raise the relationship to a strategic economic partnership. Sectors of Saudi interest included agriculture, ports, highways, airport outsourcing, real estate, energy, power distribution and information technology, Radio Pakistan reported.

Sharif described the moment as “the most opportune time for joint collaboration” between the two countries, while Prince Mansour said the Saudi government and business community want to deepen business-to-business engagement with Pakistan.

Saudi Arabia has also been investing heavily in entertainment at home under Vision 2030, its plan to diversify the economy beyond oil through sectors such as tourism, recreation and real estate. Vision 2030 targets up to 150 million visits a year by the end of the decade. In December 2025, the Kingdom opened Six Flags Qiddiya City in the Tuwaiq Mountains, about 50 minutes from Riyadh, a park with 28 rides that is home to Falcons Flight, billed as the world’s tallest, fastest and longest roller coaster.

Further details on the Islamabad theme park, including its location and expected opening, are yet to be announced by the CDA or the interior ministry.
