The InvestUAE platform brings investment-ready projects, sector guides and emirate profiles together in one place for investors looking at the country.
The UAE Ministry of Investment has launched InvestUAE, a digital platform that lists government-backed investment opportunities across all seven emirates. The platform is designed to give local and international investors a single point of access to projects in the sectors the country has prioritized for growth.
InvestUAE is aligned with the UAE National Investment Strategy 2031, which aims to raise annual foreign direct investment (FDI) inflows to $65 billion (AED 240 billion) and grow the country’s total FDI stock to $600 billion (AED 2.2 trillion) by the end of the decade.
The launch follows a record year for foreign investment. The UAE attracted $48.3 billion (AED 177.3 billion) in FDI inflows in 2025, a 6% rise from 2024 and the fourth consecutive record year, the Dubai Media Office said. That placed the country ninth in the world for inbound FDI, based on UNCTAD data.
Speaking at the HSBC Future Forum in Dubai this week, Mohammad Abdulrahman Alhawi, Undersecretary of the Ministry of Investment, said the UAE is “100 per cent” on track to reach its 2031 target, The National reported.
Six Priority Sectors on the InvestUAE Platform
The platform organizes its opportunities around six priority sectors, each with a projected market size for 2031. Manufacturing leads at an estimated $537 billion, followed by healthcare and life sciences at $119 billion, transport and logistics at $98 billion, financial services at $85 billion, renewable energy at $55 billion and information and communications technology (ICT) at $53 billion.
Each sector features a flagship opportunity. These include components manufacturing, a decarbonization retrofit cluster for transport and logistics, bioprocess inputs manufacturing for healthcare, switchgear manufacturing linked to renewable energy, government technology platforms in ICT, and instant payment services in financial services.
Investors can filter a wider pipeline of investment-ready projects by sector, and many listings include a target internal rate of return (IRR). The flagship components manufacturing opportunity, for example, lists a target IRR of 31% to 36%.
The sector mix reflects where foreign capital has been flowing. In 2025, manufacturing accounted for 30% of the UAE’s FDI inflows and communications for 29%. The country also ranked second in the world for greenfield projects for the third year running, with 1,562 new projects.
What Each Emirate Offers Investors
A key feature of the platform is its emirate profiles, which outline what each part of the country offers.
Abu Dhabi is presented as a sovereign capital and energy hub with more than $2 trillion in sovereign wealth and large-scale AI investment. Dubai is described as a global trade and headquarters center, home to the world’s busiest international airport, Jebel Ali port and the Dubai International Financial Centre (DIFC).
Sharjah is listed as the UAE’s largest manufacturing base, with 44% of the country’s factories and ports on both its east and west coasts. Ras Al Khaimah is positioned as the lowest-cost operating base, with a strong record in export manufacturing and bulk port capacity.
Ajman is pitched as a low-cost entry point near Dubai, suited to small and medium-sized businesses testing the UAE market. Fujairah is described as the country’s east coast gateway and one of the world’s largest bunkering hubs, while Umm Al Quwain is presented as the most affordable jurisdiction, with assets in the blue economy and close links to Dubai.
The investment stage covers licensing, approvals and visas, while the post-investment stage focuses on aftercare and expansion. The platform also includes an incentives and eligibility assessment, along with sector and emirate guides. Investors can submit a consultation request with details such as their sector of interest and indicative investment size, after which an advisor follows up.
The platform also highlights the UAE’s network of 40 Comprehensive Economic Partnership Agreements (CEPAs) and more than 120 bilateral investment treaties, as well as its first-place ranking for economic performance in the IMD World Competitiveness Ranking 2026.
